Hiring in Silicon Valley is the most competitive in the country, with the large technology employers setting salaries and benefits and equity compensation expected at every stage. A large share of engineers are on H-1B and other employment-based visas, and clean I-9, LCA-related and immigration-adjacent HR support matters. Companies hire remotely across the country as a matter of course, and hardware companies also employ production, test and warehouse staff whose daily overtime and meal periods have to be right.
An admin fee quoted as a percentage of payroll on a $200,000 engineer is several times what a flat per-employee fee costs for the same service. Getting every quote onto a flat per-employee-per-month basis is the first step in any valley comparison, and it changes the ranking.
Option exercises, RSU vesting, ESPP purchases and 83(b) elections produce taxable events that have to be withheld and reported correctly, and not every PEO's payroll handles them without manual work. A PEO that gets equity wrong creates year-end problems for every employee.
With a large share of the workforce on employment-based visas, employers need clean I-9 and E-Verify handling, support for the public-access files and wage requirements that come with sponsored roles, and HR that knows what it can and cannot do.
