DecisionHR Review 2026

St. Petersburg based national PEO for small and mid-sized employers, majority owned by Coalesce Capital since 2025

Founded: 1996·Best for: 1 to 500+ employees per the company's own intake ranges (sweet spot: 10 to 250)·Quote-only, typically PEPM or percentage of payroll depending on the workers' compensation classes

Our take

DecisionHR is a credible regional option for Florida and Southeast employers who want a certified PEO without the pricing of the national brands. The CPEO status is real and verifiable, and the company has been operating under the same brand since 1996, which counts for something in a market with heavy turnover. We flag two things for buyers: there is no ESAC accreditation, so if your CFO or lender asks for that specific financial assurance you should look elsewhere, and the November 2025 majority sale to Coalesce Capital plus back-to-back acquisitions mean you should ask directly about service team continuity and renewal philosophy before signing. Get the workers' compensation and benefits renewal caps in writing, because that is where the quoted advantage tends to erode.

What DecisionHR does well

  • Three certified entities on the IRS CPEO list, all effective 1/1/2017
  • Long operating history under one brand since 1996
  • Bundled payroll, workers' compensation, HR, and benefits with a workers' compensation program placed through an A rated carrier
  • Publicly claims eight consecutive years of single-digit medical renewals for most enrolled groups
  • Growing through acquisition: Modern Business Associates in 2022 and Paymasters in 2026

Watch-outs and limitations

  • Not listed by ESAC, a credential gap versus several Florida peers
  • No published pricing and limited public disclosure of scale
  • Client-facing technology is not a differentiator
  • Recent private equity recapitalization means service and pricing direction may shift
