Every review on this site is structured the same way: a quick verdict, the company background (founded, ownership, scale, CPEO and ESAC status), pricing transparency (what's published vs. quote-only), the specific strengths we've documented from client engagements, the specific considerations we flag, the company sizes and industries it's actually right for, the ones it's wrong for, the most-common alternatives we recommend instead, and a state-by-state look at where the PEO actually serves clients well.
We verify CPEO and ESAC status against the public registries every quarter — the IRS CPEO list and the ESAC directory both update over time, and a review that doesn't reflect current credential status is worse than no review at all. The "last verified" date appears at the top of every review.
Our independence guarantee. PEO Consulting Partners is paid by whichever PEO a client ultimately chooses, at the same rate regardless of which PEO that is. We don't take volume bonuses, we don't carry exclusively two or three PEOs as captives, and we don't accept commissions for steering clients toward particular providers. The reviews below reflect placements we actually make — not the providers paying the highest spreads.

These providers do not hold IRS CPEO status. That credential gap matters for some buyers (R&D credit claimants, public companies, mid-year transitions) and is largely irrelevant for others. We cover them because they're real options for specific use cases — just with the credential context flagged.

Those sites aggregate user-submitted reviews, which produces large samples but with significant selection bias — PEOs actively solicit reviews from their happiest customers. Their affiliate-commission structure also creates a quiet incentive to surface higher-rated providers. Our reviews aren't aggregated; they're written by people who've sat in PEO RFPs, evaluated contracts line-by-line, and stayed through year-two renewals. Different methodology, different output.
Because a single star rating across multiple dimensions (price, service, technology, benefits, compliance) loses the information that actually matters. A 4-star PEO might be a 5-star fit for one client and a 2-star fit for another depending on their headcount, industry, and geography.
